Our Constitution forms the foundation of a national democratic state which has entrenched a popular representative institutions of government based on one person, one vote, universal and direct adult franchise without regard to race, sex, property and other discriminatory qualifications.
It has created institutions to ensure that power accountable to the people. It creates a basis for a new state machinery the army, the police, the judiciary and the civil service being opened to all South Africans loyal to democratic and non-racial principles.
